Records Request
In accordance with the Washington Public Records Act (Chapter 42.56 RCW) records requests may be made to our office by the procedure below.
Public Records Request Procedure
Any person wishing to inspect or copy public records of the District should make the request in writing by letter or email addressed to the public records officer and include the following information:
1) Identification of the public records adequate for the public records officer or designee to locate the records.
2) Method for contacting the requestor to clarify request and/or address other questions.
3) The date and time of day of the request.
Please use this form to ensure your request is as thorough as possible.
Requests that contain the above information may be accepted by telephone or in person. If the public records officer or designee accepts such a request, they will document in writing the substance of the request received.

Hours for Inspection: Public records are available for inspection and copying in the District office during normal business hours, generally Monday through Thursday, 9:00 am to 4:00 pm, excluding legal holidays and periods when the District office is closed for staff training or other purposes. A requestor shall not take records from the District office without the permission of the public records officer or designee.
Costs of Providing Copies of Public Records:
There is no fee for inspecting public records. If the requestor wishes to have copies of the records made instead of simply inspecting them, the requestor should so indicate and make arrangements to pay for the copies of the records. Standard 8 ½ “ by 11” copies will be 15 cents per page; other sizes and formats may be charged at different rates according to current costs. Requestors should inquire at the District office for an estimate if nonstandard document requests are anticipated. The District may waive copying charges for small requests for administrative convenience, or may send a copying project to a commercial vendor and bill the requestor for the amount charged by the vendor to complete and deliver the project. A 10% deposit on the estimated costs, advance payment of estimated charges for installments, or payment of the balance of charges for the remainder of a project may be required by the public records officer at their discretion before providing the requested materials. The District may charge by the hour for the actual time to copy the records at the current composite billing rate for the staff member performing the work. If the requestor wishes to have the copied materials mailed, the District will include the cost of packaging and postage in the charges for the copies.
Process Questions, Protecting the Rights of Others, and Appeals: Persons who have questions about the procedures of the District for processing public records requests are encouraged to contact the District for details and clarification. Some records are exempt from disclosure, and may not be released under this process. In the event that the requested records contain information that may affect the rights of others and may be exempt from disclosure, the District may give notice to those parties before providing the records to the requestor. Any person who objects to the initial denial or partial denial of a records request may petition in writing (including email) to the public records officer for a review of that decision in consultation with the District Board of Supervisors or legal counsel.
